General Information

Located on Vancouver Island just 50 km north of Victoria and 30 km south of Nanaimo, the Cowichan Valley Regional District (CVRD) is in the ancestral and unceded territories of First Nations including the Quw'utsun, Malahat, Ts'uubaa-asatx, Halalt, Penelakut, Stz'uminus, Lyackson, Pauquachin, Ditidaht, and Pacheedaht Nations. Local First Nations Peoples have stewarded the lands, waters, plants, and animals of this region since beyond time immemorial. The CVRD provides a wide range of local government services to a population of 95,000. The picturesque Cowichan Valley offers a warm climate and numerous parks, recreational, cultural, and social opportunities such as majestic mountains, the rugged West Coast Trail, serene lakes, and one of the world’s tallest free-standing timber rail trestles.

The Cowichan Valley Regional District is now accepting applications from prospective internal candidates as a Temporary Full Time E-Training Developer, Up to Twelve (12) months in the Emergency Management Division within the Community Services Department. Reporting to the Manager – Emergency Planning & Operations and with supervision and direction from the Training, Exercise and Engagement Coordinator, the E-Training Developer develops online and digital training and training support tools as required by the emergency program. This position supports the Emergency Management Division by sharing technical expertise and designing and implementing interactive courseware for online learning. The E-Learning Developer will work with subject matter experts and instructional designers to convert traditional course content into engaging, effective online learning experiences. This position keeps abreast of online tools and platforms, technology developments and initiatives which can be used to deliver in-house emergency management e-training and tracking for the training program of Emergency Management Cowichan (EMC), a division of the Cowichan Valley Regional District (CVRD), and regional service to the CVRD, the City of Duncan, the Town of Ladysmith, the Municipality of North Cowichan, the Town of Lake Cowichan, and First Nations partners.

Qualifications
  • Degree (preferred) or Diploma in digital communication, digital technology, instructional design, educational technology or similar
  • Courses in adult education, instructional design, and / or training delivery are considered an asset
  • Basic knowledge of emergency management training would be an asset
  • Two (2) years of proven work experience in instructional design and with instructional technology
  • Experience with learning management systems and e-learning platforms
  • An equivalent combination of education, training, and experience may be considered
  • Incident Command System (ICS) 100 and 200
  • Train-the-Trainer ICS 100 and 200 would be an asset
  • Class 5 BC Driver’s License

Hours of Work

Guaranteed 35 hours of work per week, Monday to Friday, 8:30 a.m. to 4:30 p.m., and is currently eligible for flex time. This position may be required to attend some evening and weekend meetings. This position works from the Emergency Management Cowichan office in Duncan, BC, and is currently eligible to participate in the Work From Home program, potentially working a hybrid in-office / remote schedule after a successful in-office training period. Please note this is not a fully remote position; regular on‑site presence is required.

Salary

Wage rate in 3 steps as per the Collective Agreement between the CVRD and CUPE Local 358, $44.67 - $46.04 - $47.36 per hour (2025 rates). Benefits are included as per the CUPE Collective Agreement.
