is currently seeking a Full-time Limited Term
Program Manager
for approximately 24 months.
The Program Manager position reports to an Associate Director of Corporate Training & Workforce Development Programs and works closely with other Program Managers, as well as Program Coordinators and Student Services staff in a cross-functional and collaborative team environment. The position may require the ability to work in a hybrid work environment and a variable schedule, which may include evening or weekend work, or extended workdays.
As a member of the program team, the incumbent will generate and manage high quality, revenue generating non-credit courses, programs and seminars that respond to the continuing education needs of working adults and professional bodies. In particular, this position is responsible for planning, organizing, scheduling, promoting and evaluating educational events, courses and programs in a traditional classroom, online and blended learning environments for the public-facing Corporate Training & Workforce Development Programs portfolio
Summary of Key Responsibilities
(job functions include but are not limited to):
Program Management for Credential Portfolio
Executes operational plan and runs a collection of credential programs including diploma, certificates and micro-credentials in areas in different capability areas such as business, community, professional development and others (e.g., healthcare)
Develop and prepare annual program area business plans and deliver broader portfolio strategy locally through program planning, course design, and operational adjustments.Create
program area financial targets and manage individual program budgets while tracking enrolments and cost recovery ensuring that program budget targets allow room for financial sustainability and provide for quality educational experiences and maximum profitability
Manage finances and expenses for course delivery, instructional services and instructional materials and resources
Handles daily course and program operations logistics including overseeing program schedule creation, course scheduling, instructor assignments, and addressing students concerns with our student services team
Create plan and define scheduling strategy for each program managed, make adjustment and suggests improvements based on feedback from enrolment trends and market demand.
This includes using the data from enrolment trends to determine and schedule courses that will run each semester by monitoring registrations, student needs and financial viability
Perform strategic and tactical enrolment management activities including monitoring Individual program enrolments, student completion rates and ensure planned or scheduled courses maximize enrolment potential and financial viability
Conduct high-level market analysis and stay abreast of new developments in educational and training initiatives with regard to curriculum, delivery, markets, providers and competition.
This includes using this data to understand the fit of the courses and program requirements in business and industry
Regularly perform analysis to understand how courses and program requirements fit in business and industry and how the curriculum is up to date with developments.
Work collaboratively with internal departments to review corporate training and workforce development programs curriculum and content to ensure alignment with internal process, guidelines, and non-credit credential frameworks
Represent our team at industry tradeshows, business development and industry events when required and proactively
communicate our team's product and service offerings to our customers
Perform other types of programs needs assessments as required (such as funded/grant programs) and other duties as required by business or leadership needs
Stakeholder Engagement and Instructor Management
Work closely with the Management Team (Manager, Associate Director or Director) to ensure client relationship management activities meet the needs of our internal and external partners/clients in corporate training, and workforce development
Build strong relations with internal and external stakeholder groups such as internal University departments, divisions, groups, other units in Continuing Education and/or support the development of a professional relationship with external communities like corporate clients and occasionally act as a primary point of contact for these stakeholders in activities related to program design, delivery planning, implementation, and evaluation.
Work directly with instructors, students, and local community partners to accomplish tasks tied to job profile or activities related to program operations in their respective credentials, diploma, certificates and micro-credentials under their operational administration
Use industry contacts to source new stakeholders such as instructors, industry associations, business professional associations, subject matter experts that support program innovation including the design, development and delivery of new course offerings in existing or new programs
In collaboration with the management team determine an instructor pool management strategy and recruitment tactic for ensuring a robust instructor pool for the collection of credential programs including diploma, certificates and micro-credentials under their operational administration
In alignment with the instructor recruitment tactic, find, interview and maintain a pool of qualified instructors for assigned portfolio using established internal procedures and leveraging dynamic recruitment marketing/sourcing techniques. This includes ensuring that instructor contracts are valid, accurate and align with internal process such as any ContEd compensation strategy for instructors
Onboard new instructors and cultivate effective working relationships with existing instructors to ensure instructors are prepared to teach, and all arrangements (such as onboarding) are in place for their delivery of quality courses. This includes providing advise and coaching to instructors with respect to effective adult learning principles, best practices in teaching and learning (and provide resources created by ContEd Teaching & Learning team
Monitor and respond to instructor concerns by providing strong customer service with timely and effective support. Initiate and facilitate productive meetings with instructors regarding course concerns
Review and approve instructor course plans, outlines and identify alignment to departmental standards, policies, process, and procedure. This includes supporting instructors that have gaps and ensure that their course plans and materials align to established standards and guidelines
To ensure excellent student experience and ensures smooth frontline delivery, leads existing and new instructors communication with other internal staff such as Academic Innovation, coordinators, and when appropriate ensure instructors know and follow all ContEd policies, procedures, standards such as grading standards.
In alignment with the ContEd Instructor Selection and Appointment, create & maintain the ethical guidelines for instructional Selection, appointment and assignments to courses when appropriate in their respective credentials, diploma, certificates and micro-credentials under their operational administration
Collects student feedback, assesses course instructor evaluations and monitors Quality assurance indicators at program level; working with instructors and other stakeholders to makes improvements to individual course offerings to ensure quality learning experiences. This includes, review existing instructor performance and rating, and use data to identify instructor training needs and provide support for skill development
Academic and Credential Quality
Implements broader ContEd Quality Assurance framework and governance mechanisms across the different portfolio credentials, diploma, certificates and micro-credentials under their operational administration; this includes collecting feedback, consolidating evaluation data and ensuring consistency of learner experience.
Leveraging data from broader ContEd dashboards and management team reporting tools analyze program or course enrolment trends, investigate issues and advise Management Team (Manager, Associate Director or Director) on program performance, gaps, issues, risk and opportunities.
Perform ongoing program review to understand how each course maps into the curriculum and how content fit with the desired learning outcomes, competency requirements and/or industry capability needs
Design and develop course offerings in existing programs by working with instructors, professional associations, subject matter experts and ContEd teaching and learning team
Conduct needs analysis sessions for specific industry area that impact credentials under their portfolio and activities to help professional associations identify appropriate learning curriculums for membership workforce development in alignment with ContEd approach/framework for introduction of new programs
Research and evaluate potential courses and programs that are high quality, financially viable and meet the department's mandate and strategies. This includes identifying portfolio rationalization opportunities for new programs or sunsetting underperformers; supports business cases.
Work collaboratively with our Academic Innovation and/or Teaching and Learning team review program curriculum and course content to ensure alignment with academic quality
Work with other internal and external stakeholder to recruit and manage program advisory committees
Create new programs by working with instructors, professional associations and/or subject matter experts and facilitate program, diploma, certificate and course approvals through ContEd committees
Assesses the quality of instruction and pedagogical approaches by using ContEd evaluation process to gather and review information from student or course participants on their learning experiences, programs desired, and services wanted
Conduct regular analysis to determine program/services fit related to both industry, academic and student needs
Develop and expand delivery of programs and courses in a variety of learning modalities/formats, i.e. classroom, online and blended
Assess eligibility of student's experience/prior learning to have prerequisites courses waived, grant advanced standing, etc. This includes assessing the equivalent courses from other learning institutes for advanced standing
Monitor how engaged students are with their learning and campus activities by observing trends within the ContEd course evaluation data, student Engagement surveys, and other mechanism such as participation rates in extra class activities (e.g., group work in class) and advise Management Team (Manager, Associate Director or Director) on trends, issues or opportunities
Communication, Teamwork, and Strategic Initiative (Project) Coordination
Implement Project coordination tasks and action during program management activities to keep work moving, aligned, and visible especially across multiple stakeholders, timelines, and constraints.
While working on program management initiative, clarify the project scope, objectives, and success criteria to ensure shared understanding from the outset, document project requirements and constraints to manage expectations and risks. This might include developing a concise project charter or brief to formalize purpose and governance,
Create annual stakeholder engagement plan that identifies stakeholders and considers a strategy for working effectively with stakeholders including within and across departments, the university and other external organizations. This includes having a plan that identifies key stakeholders and defines roles and responsibilities (such as through a RACI or similar framework), establishes clear timelines, milestones, and dependencies to guide delivery, and set up appropriate project tools, such as shared drives, and milestone tracking systems to support coordination, visibility, and follow-through
Oversee stakeholder coordination activities by scheduling and facilitating project meetings, preparing clear agendas, documenting notes and action items, and acting as a liaison between program management teams, departments, or external partners to ensure information flows clearly and consistently, while proactively managing expectations, identifying risks or gaps in alignment, and surfacing issues early to support timely decision-making and project momentum.
Participate in and support initiatives to enhance the work environment and business operations.
Work collaboratively with Program Coordinators and other internal staff on program operations or details and requirements for managing programs and courses. This includes working with colleagues to address student and instructor concerns as required
Work effectively in team situations both within and across departments, across the university and other external organizations to achieve optimal collective results
Work collaboratively with internal multi-portfolio teams and with Marketing Services to develop, implement, and manage effective marketing strategies including the design and messaging of promotional materials
Collaborate with stakeholders to set up and pilot courses; collect and analyze data and other relevant information from the pilot
Attend different ContEd governance committee meetings and work with working groups or stakeholders to complete committee documentation, initiatives, projects or program related activities.
Track tasks and deliverables associated to each initiative, projects and program activity by monitoring progress against established timelines, following up on overdue or at-risk items, tracking deliverable completion and associated quality checks, maintaining accurate documentation, and escalating issues when timelines, scope, or quality are at risk,
Support effective communication and reporting through regular project status updates, maintaining dashboards or trackers for visibility, clearly communicating changes in scope, timelines, or priorities, preparing concise briefing materials for leadership or sponsors, and ensuring that key decisions and approvals are properly documented.
When needed, provide ongoing coordination within a portfolio context by supporting multiple projects simultaneously within or outside the respective credentials, diploma, certificates and micro-credentials under their operational administration. This requires balancing priorities across competing timelines and stakeholder needs, identifying opportunities for process improvement and increased efficiency, and standardizing templates, tools, and workflows to improve consistency, visibility, and scalability across projects.
Qualifications / Requirements
Required
Masters degree preferred. An undergraduate degree or combination of post-secondary education and relevant work experience may also be considered (experience in business, social sciences, and humanities such as workplace learning, education or adult education preferred)
Knowledge and understanding of the educational training needs of business and industry professionals
Experience working in corporate training, workforce development or adult education with expertise in writing corporate training grants, proposals, facilitation and preparation of program/course demos
Knowledge of project management principles, program and project coordination and a demonstrated ability to lead projects from conception to completion, involving multiple stakeholders and in line with a strategic vision.
Positive attitude and demonstrated ability to be a collaborative team member
Good judgment and initiative, tact and diplomacy in dealing with the frequent interactions with students, instructors, staff, University departments and external organizations
Demonstrated experience with data administration analytics and performance measurement systems (KPI tracking and reporting) with regards to corporate training
Demonstrated experience with corporate client relationship management and engagement
Knowledge and experience with learning management system technologies that enhance online and classroom delivery and educational program management
Ability to perform multiple and complex tasks, with attention to detail and business processes
Excellent written and verbal communication skills along with a strong customer service orientation
Demonstrated competency with the following learning management system technologies that enhance online and classroom delivery:
Microsoft Office Professional (Word, Excel, Outlook, PowerPoint, Teams and OneNote)
Educational registration technology Desire2Learn (D2L) and Destiny-One (D1)
Project Management software tools such as Visio, Basecamp or others
Performance measurement systems (Business Intelligence Tools or KPI tracking and reporting) such as Tableau
Highly Desirable
A demonstrated record of continuous learning and experience working in a post-secondary school environment.
Experience teaching adult learners in a business or organizational environment
Experience creating and marketing revenue-generating education programs in higher education
Experience in instructional design and development for both in-class and online delivery is an asset
Proven ability to build positive relations with international students, respecting diversity and culture
Knowledge of business management activities including development of business plans, market assessment and integration of internal operations to deliver the value proposition to different stakeholders.
Ability to use sound business judgment to predict/address current or possible future trends, policies, practices, innovations, and information affecting business and organization.
Knowledge and experience with writing proposals is an asset
